Our neighbors, the Clements’, are planning to have a yard sale on Saturday,
June 24th in the morning. A number of people have been asking about dates for a community yard sale; therefore, this is a great opportunity to piggyback off their date and drive more traffic and potential buyers into our neighborhood As you know, yard sales are a good way to get rid of items you no longer want or need and make a few dollars, too. A community yard sale -- with more promotional efforts – is an excellent idea to generate more interest and more business. Therefore, Charlotte Clements has volunteered to place notices on-line and in print, and Carroll will place signage at the entrance of Woodhaven Park.
I thank the Clements’ for taking this initiative and encourage as many homeowners to participate, as you see fit. In addition, any efforts you may be able to contribute to let your neighbors and friends know about this event are most appreciated.

Re June 24th Yard Sale
As some of you may know, Kelley's brother, Bill Castro, moved in with them a few months ago in order for Kelley to be his caregiver. Bill had terminal liver cancer and died on November 27th.
A memorial service is planned for Bill on December 11th at the New Life Church. Attached is a copy of the obituary that will be published in the Maryland Independent on Wednesday.

Sandbag Distribution Available for Charles County Residents Posted yesterday at 2:11pm by Charles County Government
Due to the National Weather Service forecast, the Charles County Department of Emergency Services is providing sandbags to county residents who need them to protect property. Sandbags and sand will be available today, Wednesday, Sept. 28 from 3 p.m. to 7 p.m. and Thursday, Sept. 29 from 8 a.m. to 7 p.m.
Residents can pick up empty sandbags at the Department of Emergency Services building (10425 Audie Lane, off of Radio Station Road in La Plata). Sand will be available in the first parking lot at Laurel Springs Park (5940 Radio Station Rd, La Plata).
There is a limit of 10 bags per person. Residents should bring a shovel to fill the bags. No shovels or other tools will be provided.

Yes, it’s that time again and the Floberg’s are hosting the annual event at their home (7467 Woodhaven Drive). We look forward to seeing and visiting our neighbors on Sunday, September 13th. We’ll begin with the pot-luck picnic at 4 p.m. with the business meeting and election of officers around 5:00.

Just a reminder that one family in our neighborhood is planning a yard sale beginning at 8 a.m. this coming Saturday, April 25th. If you are interested in being a part and benefiting from the increased traffic and prospective customers, be sure to put your usable items out and take advantage of the opportunity.

Carol Ann Pappaianni, 46, LaPlata, MD
Carol Ann Pappaianni, 46 of LaPlata, MD died on March 4, 2015 at the University of Maryland Medical Center in Baltimore.
Carol was born on August 2, 1968 in Leonardtown, MD to Joseph and Ethel Cooper. She is survived by her parents, Joe and Ethel Cooper; husband, Jeff; son, Daniel Arnold; daughters, Jessica and Katie Arnold; brothers, Donnie and Ronnie Cooper and sister, Donna Dean.
Carol graduated from Lackey High School with the Class of 1986. She was a member of Sacred Heart Church and St. Ignatius Hilltop Church. Carol was a homemaker who enjoyed being a mom and taking care of her family. She also enjoyed making floral arrangements in her spare time.
The family will receive friends on Wednesday, March 11, 2015 from 2:00 to 4:00 PM and 6:00 to 8:00 PM at Arehart Echols Funeral Home, 211 St. Mary’s Ave., LaPlata, MD. A Mass of Christian Burial will be held on Thursday, March 12, 2015 at 11:00 AM at St. Ignatius Hilltop Church, 6455 Port Tobacco Rd., Port Tobacco, MD. Father Robert Kosty will officiate. Charles County will partially compensate residents for the cost of pumping a
septic tank as a piece of a long-term initiative to clean and preserve local and
The Planning and Growth Management Department will reimburse 50 or 75 percent
of the price of a septic tank pump out, capped at $187.50.
The program functions as a tiny component of the county’s Watershed
Implementation Plan, which is supposed to reduce pollutants that are funneled
every day into waterways statewide.
The WIP complies with state and federal mandates, including the Clean Water
Act, that dictate the highest amount of nutrients and sediments permitted
flowing into waterways, a pollutant diet dubbed total maximum daily loads.
In addition to the federally mandated total maximum daily loads allowed in
the Chesapeake Bay, the state has also approved TMDLs for Mattawoman Creek,
Patuxent River, Port Tobacco River and Zekiah Swamp Run.
Septic tanks should be pumped every three to five years, county government
spokeswoman Donna Fuqua said, adding that she does not have data that gauge if
residents historically have complied with this deadline.
“Systems that were installed prior to regulations that restrict where septic
systems can be installed tend to have higher failure rates, and instances of
polluting ground and surface waters,” she wrote in an email.
Only if the septic tank is positioned within 1,000 feet of tidal waters, a
boundary designated the Chesapeake Bay Critical Area, will the county reimburse
75 percent of a bill. Other residents will be repaid 50 percent of the pumping
County officials investigated five local contractors and found the average
price of a pumping was $250, with 75 percent of that number being $187.50.
Officials have allocated $50,000 for reimbursements for fiscal 2015.
The county’s WIP was finalized in February 2013 and contains milestones the
county must attain by 2015. For septic systems, the 2015 goals include studying
the viability of a pump-out ordinance in December 2014 and completing sewer
connection projects in White Plains, Benedict and Hughesville, for which county
officials have not yet determined a target date, according to a document
submitted from the county to the state Department of the Environment.
MDE also has issued a tentative permit to the county government, the
Municipal Separate Storm Sewer System Permit — MS4 — which will enact yet
undetermined penalties should the county fail to develop and execute plans to
reduce stormwater waste, among other initiatives. A public hearing will be held
Sept. 4 in the county government building in La Plata to review the MDE
In February 2012, the county WIP faced condemnation from environmentalist
organization — the Choose Clean Water Coalition, and the Sierra Cub — which
derided the plan as weak and unformed. Jim Long, president of the Mattawoman
Watershed Society, said he’s concerned the county is enforcing the TMLDs
inadequately, particularly concerning local waterways.
“The problem is land use. When you convert forest to urbanization, you end
up increasing pollutant load. The county doesn’t care in any real way because
there’s no consequences,” he said.
The MS4 permit might be a possible solution, he said.
County residents may print the application from the county’s website. Fuqua
estimated a two-month turnaround after a resident applies.

are required to complete an application, attach the contractor’s
invoice and proof of payment and mail to Charles County Government
Department of Planning and Growth Management, P.O. Box 2150, La Plata,
